Air Horns on '98 National Dolphin

The electric air horns don't work when I honk the horn on the steering wheel. This is a gas rig with no air compressor.
Anyone know how these are supposed to work or where the wiring goes from the roof?

If it is the same as an 03 then here is the drill.
It is not an air horn it is electric made by Fiam---mine are/were----and they are anemic at best. You also have Fiam electric under the "hood" two of them.
I installed a VIAIR 2-1/2 gallon air system (for multiple reasons) with a 12v continuous duty compressor. It came as a kit. I also placed two really obnoxious loud air horns under the hood, these I operate exclusive of the horn button with a seperate button because I think they are loud enough to be illegal and I know they hurt ears---so I use them for special occassions only (weird drivers).
I replaced my Fiam under the hood electrics with Hadley 5" electrics---chrome, saucer shaped. They are very loud and make a huge difference. IF you just do the Hadley electric horn change you get a very respectable horn--very noticeable---loud enough and at a reasonable cost. Mine fit in the same spot as the original Fiams---with just minor alteration. It was easy. Use the same wires. Beep beep.
Since I have air I am going to get a comparable sized horn from Air Horns of Texas and place it on my roof to sound when I hit the horn button to go with the Hadley electrics. Should be a nice combo and to be used in most situations---with my blasters under the hood as a surprise for the unexpecting.
I can air my tires with the VIAIR system 150 psi but that can be done with many different portables for 1/3 the price or less.

Things I left out---your roof horn is more of an ornament, it's hooked up but it just does not put out any real sound worth hearing and you do not have onboard air in your gasser.
By making the electric change to Hadleys under the hood then you just ignore the roof horn---when/if you are making the change and unhook your under hood horns---just sound the roof horn---you will be underwhelmed----you can find replacement roof electric horns from Fiam and from marine dealers but they are costly.
However the underhood move to Hadley electrics is not expensive and negates the need for the roof horn---it just sits up there and croaks, if it works at all.

Further---I see after re-reading your I missed the point of your OP all together.
First check a fuse should be a panel on the firewall under the drivers side or under the hood (try the hood first easier to get too), the wire from your roof horns runs down the channel by the windshield, if you remove the interior piece there you can trace it. It will dissappear in a bundle under the dash in the steering column running to the horn. No mind it is probably not a wire problem it is most likely a horn button contact or a fuse.
As to the horn button---I would be stymied as well---not sure exactly how to trouble shoot.
As too all the superfluous info I passed on use it if you will---sorry to have wasted your time with that stuff.
