electrical fuse panel question

ok guys help me out here. question is i have a 15 amp blade fuse under
the hood of my 99 seaview that is good fuses and not blown.
problem i am having is i am not getting any power to that 15 amp circuit?

so what does this mean? does this indicate that i have a bad relay?
i checked all the other fuses under the hood with my light tester and they
all are good. just this one circuit seems to not be getting any power to it?

so what do i do now? what is the next step? thanks for any help

Some fuses will only have power with the key on.

by the way my ignition switch was turned on and am still not getting power
to that one circuit only????
