Power Gear Level Jacks Problem

Having trouble with my Power Gear jacks on 2003 Islander. Motor runs in auto mode but will not extend jacks-nothing, not even motor in manual mode. No inline fuse within 18" of pump as shown on Powergear wiring schematic. I can jump the solenoids and get them to open so don't believe that is the problem. Guesing the control pad and or control module is bad. My bet is the module since I cannot get it into manual mode and have no power to solenoides when pump is running. My understanding is there should be power too fill valve solenoids when extending and power to dump valve when raising jacks? Also cannot locate control module-anyone know where they hid this?
