It *might*. That was a common installation technique in RVs and mobile homes "back in the day." But that's me speaking as a guy who used to do floorcovering 20+ years ago. However, I'd be willing to bet that it's dependent on the floorplan.
Most sheet-vinyl flooring is available in 6' and 12' widths, so the piece that's installed will have one of those dimensions. But it could be, say, a 3'x12' strip that covers the hall, kitchen, and bath if that was the most economical use of the material. Keep in mind wherever the carpet met the vinyl there will be holes from either stapling or Z-bar, so the floor under the rug might not be serviceable anyway.
FWIW, mobile-home mfrs used to put the walls down on top of the carpeting too. What a pain...
