Rt Low Beam inop...Bulb good

I checked voltage at plug and it's only about 7 volts. Could not find fuse or relay for headlamp circuits. I'm thinking ground?

Bad grounds are notorious causes for low DC voltage. First one to check and clean is the House Battery Bank Main ground to frame near the Battery compartment. Rook

I had a bad ground for my wipers on the steel structure near the radiator core support, I know your issue is with the headlight , but a lot of these circuits ground through this steel structure under the windshield

Son had similar on his 2001 Ram pickup, ran temp hot wire from other headlight. Later, when brake light went out, found wire harness rubbing/ broken by rear axle where it went thru sheet metal. After fixing those problems, removed temp wire and all was OK w/ headlight. So problem can be in rear for front symptoms. You can try a temp ground to headlight to see if grounding problem or temp hot wire to headlight to see if hot wire problem. Have you blown any fuses at all? Low voltage at meter can just be a poor ground at test voltmeter connection. Luck to ya

p.s Fuses for headlights are "auto-reset" and built into the Headlight switch, so if other headlight works, that is not the problem

Do you have separate high beam lights ? Switch to high beam see if voltage is same there. That would probably indicate poor ground. Most likely it is the headlight switch can you test voltage there? There would be a seperate contact for left and right headlights.
