I wouldn't think I would ever use it - would be in the way everytime you tried to get out.

It probably serves a purpose when on the highway and you have pets and children with you.

If you put the step cover in place, watch out if you step on it the cover will flip.

Had one on our new Dolphin in 03, didn't use it, haven't the slightest idea where it is;

I know what it could be used for. When traveling and a LEO or Border Patrol wants to enter your MH, just open the door and say: "Come on in".
Yeah, that's what it for.

That appears to be a soft foam like material, often used to cushion things, An entry step cover i don't think. I noticed it had an impression like it' ahad been wacked with a hunk of hardware.
That said.. They often put a filter over a hole for ventelation in the compartment, I know I did when I installed my inerter. 2 of 'em in fact, not like that one though.

Looks like carpet to me. The impression is probably from having something on top of it while stored.

you really only use it when your parked overnite so no one falls down the steps. You remove it during the day or while moving...
