Basic question - I have original 6 house batteries. When fully charged, on-board system reads 12.8 volts & chassis 13.0 volts. Is this the max volts charged you all get? I assume there is no user setting (somewhere) forr max charge voltage . . . . I.e.-system just defaults to max charge then goes to float-charge?

Not enough information. 6 house battries would be a bunch. Maybe you have 4 house batteries (batteries which supply 12 v to all the motor home systems and then 2 Chassis batteries that service the engine. The voltage you mention should be enough to run everything. When you check the voltage were you plugged into shore power? If so your converter or inverter charger should be putting something like 13.5 -14.5 into the house battery system. The engine or Chassis battery probably would not be charging due to an isolater in the line. If the engine is running it should be charging all the batteries. Check the voltage with the unit not plugged into shore then read the volatage with it plugged into shore power. then start the engine and do the same thing. Different systems charge and float at different rates.

My 2016 Phaeton has 6 batteries for the coach and 2 for the chassis also. When fully charged it should read about 12.6, when charging I've seen the coach batteries at 13.6 volts. Haven't paid that close of attention to see max charge. A Tiffin tech told be the batteries should level out around 12.5 volts when not charging and no load on them.

Same here on our 2017 Phaeton. 6 house that level to about 12.5. Oh, and the 6-(6V) house are wired 3 banks of 2-ea in series. That makes 3 banks of 12V. Then these 3-12V banks are wired together in parallel.

Your battery charging system is set up to the type batteries you have installed. Your inverter manual should give you the technical information. Here is an eye chart to help.

Battery

Charge 14.2-14.6v
Float 13.2-13.7v

Full 12.6v
75% 12.4v
50% 12.2v
Discharged 11.7v
