94 allegro bay house batteries not charging

I have a problem with my house batteries charging . At the batteries I receive 12.4 volts at the remote battery disconnect i recieve 12.3 volts also on the other side of the remote disconnect I receive the same 12.3 volts .I checked the disconnect switch and it works so I checked the charging system for the house and it is working it is pushing 13.7 volts to 13.8 volts. So I started from there and checked the disconnect switch and also have 13.7 volt on one side and 12.3 on the other. I then ran a jumper wire from post to post and then I can charge my house hatteries. I am confused if the disconnect switch works but doesn't let the charge though it is it installed backwards or is it junk? An early thanks to anyone that can help and yes I am knew to this .

With my limited experience, I would have to say the disconnect switch is bad. I have been trying to learn about house batteries, and I just saw a post similar to yours on another site. This was the answer, bad disconnect. If you can bypass it and charge the batteries, then chances are it is bad. I just googled to find out everything I could about house batteries.
