Access panel ??

I have a 2006 Allegro Bus, there is a panel on top of the dash board in front of the steering wheel, anyone have an idea what this is or what is hidden under it?

Fuse panel is what it is on my National easy to remove

On my 08 bus, I have a velcro access panel on the windshield side of my dash - so far as I can tell it is just access to the wiring on mine.
