Two possibilities come to mind--air in the gas line or bad ignitor/thermocouple. If you've has the gas turned off for a time, you might have an air bubble to overcome. Light the stove to get good flow through the system and re-try the WH. You might have to relight it several times, possibly turning it completely OFF then restarting the cycle.
If you have a bad ignitor/thermocouple, it will fail to send the low voltage signal to the gas solenoid confirming the burner is lit, and the flame will go out and the gas will be locked out. If you are certain you have an uninterrupted supply of gas to the WH, the. Problem may be the ignitor.
