The fuel gauge sensor is in a round, twist out port on the top of the tank. Either drop the tank or cut a hole in the floor to access from there, if nothing else is between tank top and floor.
You might check ground connection to the tank and the voltage regulator usually behind the gauges that controls voltage to the fuel gauge.
