On my 2005 HWH system I would start checking for something electrical. Where the air/electric solenoid dump valve is located will be the first challenge to diagnose this problem. Once you find that you should be able to check for voltage at the valve and lacking voltage apply a jumper to energize the solenoid and if that works(dumps air) it can rule out any problem with the air system. Good luck. I'm assuming the panel lights up and everything else looks normal?
Sounds like a faulty HWH control board. As soon as you push Auto-Level, the air should dump and then the leveling jacks start. You can check and reseat the cabling to the board.

Ours had a faulty control panel. If I started the engine with the jacks down the bags would air up. Simple fix to change panels, a few screws and plug and play.
