He is not using "poles" in the correct sense. A 2-pole breaker is 2 single breakers ganged together and a 3-pole breaker in a 3-phase system is essentially 3, single pole breakers ganged together although larger 3-phase breakers use a single lever.

He wants to use a breaker as a single pole, double throw, 3 position with center off switch so the load can be fed from one of two possible sources. I have never seen any breakers that do this.

The 50 amp pole, and we have a generator, why tie them together.

And the approval of State Parks (i.e.: ANY PARKS!) to allow generators to run at any time?
