Where can I find touch-up paint for the outside of a 09 Phaeton?

You should have gotten a touch up kit with your motorhome, but if you don't have one, call Red Bay (parts) with your VIN handy. They will be able to sell you a bottle for the color you want. The paint is expensive - I think around $10 for a little bottle.

Your colors should also be posted on the door jamb and/or inside a cupboard door. Any automotive paint store or body shop should be able to mix the color you want, but they'll probably want to sell you at least a pint (maybe a quart).
