Can anyone tell me if a 2003 expedition four-wheel-drive can be flat towed

Look in the owners' manual under RV towing. That's the ultimate source of that info.

It is not listed in the 2003 Dinghy Towing Guide:

But if it is towable, it looks like it would be limited to 55 mph.

It would take some figuring out, but I would say yes, if you can disable the "magnetic clutch" in the transfer case. This would let all 4 wheels spin freely of the drive unit.

Let me ask you a question? Can you shift the transfer case into "neutral"? or is it just 2- hi, 4- hi, or 4 - low choices. One would think "neutral" would be a selection for regular towing.

Other searches suggest just swapping out the electric transfer case for a manual Tcase. Seems like much simpler to do. Even if we kill the magnetic clutch, it still wants to spin the chain between front and rear. A regular Tcase is true neutral.

Getting rid of the electronics seems so much easier, that is why the jeeps are so popular. Just a shift on the floor,,,,done. So you may have a dash light or two light up from a false positive sensor, so what.
