If you have the small knob within the larger knob, the smaller one is turned to use the wipers, pushed to wash and If. I recall the larger outer ring is the timer for intermittent .

I went to take my driving test in our brand new RED and when the examiner was checking equipment I couldn't figure out how to turn them on. I pushed the center button and the washer came on with wiper and she said that's good!

LOL we had this problem when we got hit by our first rain storm when driving!

We had to figure out the switch on our first day beside the road. We picked our coach up from the previous owner and sure enough drove into one of those summertime pop up storms! For a few minutes I was pushing the button to get a few swipes until we found a safe place to pull off the interstate. It is funny now but then - not so much.
