Can anyone Identify this Door Latch Release/Know how it works?

That is a pneumatic air latch. Rearward is off, forward is on, although the door will open with it in either position.

What Cat320 says. American Coach uses a secondary pneumatic seal to reduce the chance of wind noise around the door. That switch enables it. The door can always be opened from the inside.
