'96 Flair.....latch on instrument panel?
Lower right of the panel is a latch. It is mentioned in the owners manual on the diagram page, but no mention of how it works. When if flip the latch, nothing happens and it looks to me that the panel is screwed down. I need to get the panel off to do some wiring and reinstal the led hood open/closed indicator which is hanging down uneer the dash.

In this time period, Fleetwood used a panel that lifted up for access to the dash. There was a problem with the panel vibrating up and down on the road. The ex owner may have screwed it down to keep this from happening. Look carefully for extra screws.

Yes it folds down, turning it loosens or tightens the latch when latched. No, there is not another latch on the other side...odd aint it? I think Ga Traveler is right, those screws around the perimeter must be holding the panel down.

#11 is idendified as "instrument panel latch" ....then it never mentions it again.

Ok, so I was still scratching my head about this latch and how the panel lifts like Ga Traveler said. The black portion was screwed down with several screws and I didn't think those should come out. I also realized that I had also not found the rest of the fuse panel....the one with all the engine/chassis fuses(the one under the hood is just a small secondary panel). The only logical place for the larger fuse panel was under that dash....somewhere and no, not visible from the floor under the dash.
So what does every red blooded American do?....googled it until I found this image:

Here is mine...hmmmm.......looks familiar:
I finally found the old alarm system.....middle of the "nest":
I suspect it was one of the big phantom loads that was draining my battery.
