Bounder fresh water drain

My fresh water tank will not drain. It will start out fairly well then get slower and slower. I am wondering if there is a vent or a vacumn breaker somewhere. It just acts like it's stopped up but I backflowed water in through the drain with a garden hose.

I had added Bleach to purify the tank and finally hit on the idea to pump it out through the low point cold water drain. If the tank is not venting, then it is likely getting quite a strain. In my younger years I have seen gas tanks suck flat due to the wrong type cap

I always opened the fill door and unscrewed the cap to allow air in.

Guess I'm a little brain dead, did several projects on the coach this week-end. I had that cap off when I filled the tank through the campsite hard connection, also poured the bleach in the manual fill. That is also where the screened tank vent is . I cannot swear the cap was off during my draining problem, possible the vent tube/hose is kinked.

I always opened that fill cap even when I filled through the city water valve. It relieves the pressure in the tank.
