Bounder oddity?

I was changing out the headlight bulbs and repairing one of the fog lights. When finished and testing I noticed the fog lamps are wired into the high beams? So they only come on when the HB's are on. That makes no sense to me and maybe someone in it's history rewired them incorrectly. High beams would defeat their effectiveness. But, the harness they are wired through looks original. ????

Maybe they are driving lights and not fog lights.

I agree that fog lights should not be on with high beams, only low beams or even just with park lights like they do in Europe.
