On the early model F53 chassis, this was a problem. I installed a upgrade on many motorhomes to cure this. It consisted of two y fittings, a small heater core, a shutoff, and 8 feet of heater hose. The y fittings were inserted into the heater hoses at the engine. The heater core was installed at the outlet of the heater. The heater core was small. About two inches or so high. Now the air was heated twice. Once at the regular core, then again at the second core. This made a big difference. I am sorry,I don't remember if it was Fleetwood or Allegro (we were dealers for both manufacturers) that supplied the kit. It could have been Ford that supplied the kit.
