On the attached link on page 11 , it shows a Clevis pin ( #'s 8&9 ). Remove them and steps will fold up. You'll have to secure them so they don't unfold.

Yes. I found my steps misbehave when batteries are low. I'd also suggest lubricating all moving parts.

I had the same problem and it was just rust. Took it apart and lubed everything and have not had a problem since.

Two thoughts, Fleetwood Customer Relations came to our help when we had a similar problem. As Cliff stated the cotter pin was a solution, also there is a 20 amp fuse for the motor, don't know where? Last but not least the magnetic sensors on the screen door and door rubber jamb had been hit and no longer were in contact. So, the steps would not come in. We were driving on the far right lane when we discovered this issue by someone pointing, took a metal key spawned the gap between the magnets and presto steps came in. I have since re-aligned the magnets so this won't occur again. Hope this helps, if the dedicated fuse is found or another member knows where it is on our bus let me know please.

Be very careful when working on the steps, in case they suddenly decide to work!
