Expedition: 2001 36T mystery missing component?

We just picked this unit exactly a week ago and I am prioritizing what I need to be XCountry ready in a month.

As I peeked into the front cowling, I noticed as if there was something missing. I saw a black, red, and orange cable loose, a 20A resetting fuse with only red going into it but no black and two "hoses" with fitting nuts hanging loose. I've looked through the manuals, used the search function but perhaps I am not writing or searching the right keywords. Can you cut me some slack and help me identify what I am missing? I'm just guessing here but it kinda looks like what would hook up to a brake control for a toad.

2001 American Eagle 40 US 8.9 ISL, towing 1999 Cherokee or 2008 GMC Sierra 1500 4x4 with Polaris RZR in the back.

Thank you Jimalberta. However, I do have a controller inside. In looking at this further I think I found the answer. I had left yet another piece of the puzzle out, see link to picture below.


Then, searching the forum I came across this thread on Howard Precision Steering System.
