Front window shades

The window shade on my front passenger window will not roll up. It's like there is no spring pressure. Does anyone know how to adjust these? I see a plastic gear on one end and you can turn it but it doesn't seem to do anything. I seem to remember someone saying how the tension on these could be adjusted.

On a typical roller shade, you un-roll it as far as you can to start, then remove the opened shade from it's brackets and hand roll it back up and re-install it back into it's brackets. You keep doing that till you get the tension you're looking for.
