The water in the hot water lines is only HOT if there is a faucet on somewhere, otherwise it's just as cold as everything else, so it's not really a surprise if/when the hot water lines freeze first, it just SEEMS wrong.
Back when I lived in Iowa and had to work to keep water lines from freezing in the S&B it often came down to the route the lines took. Those close to or touching an outside wall always froze first. You might check for that if you're able - though I wouldn't try to move the lines while they are frozen, that would likely cause a worse issue.
As others have suggested, some extra heaters and/or light bulbs in the basement areas will hopefully do the trick.
If you've got a north wind hitting a broad side of the RV you might even think about putting up some plastic on that side to try and keep the wind/cold out. It wouldn't be pretty, but it could help.
