Hot water tank not filling?

I feel like I'm missing a valve somewhere, but I can't find one. Turn the water pump on - I get water coming out of any/all of the hot water spigots, however there's no water in the WH tank. I pulled the plug to double check. So how is it I'm getting water out of hot water spigots? Thanks in advance.

Is it hot water coming out of the hot water tap? Is there a by-pass valve for winterizing?

Hwh bypass valve somewhere for winterizing? Mine is under the bathroom sink, but it could be almost anywhere.

I've owned it three years now. The first year, water did fill HW tank, because I drained it. For the life of me, I don't remember a bypass valve just to the HW tank, but know I've seen them in previous mhomes and fifth wheelers. Last year, I pulled HW tank drain plug - nothing in there. My understanding is HW heater will not operate if it doesn't sense water in the tank - I never use it, but my wife would like to - go figger.

So I'm expecting a bypass valve under kitchen sink directly over the water pump, but not seeing it. Also not seeing it any other compartments. Interestingly, where the tank and cold water drain are, there's also a hot water drain - I pulled it open a few minutes ago, and water came out. Yet still nothing in HW tank.

You need to get to the rear or side of the tank and look for the valves there.
Or in the case of an older unit that you have never used the tank , a previous owner may have in stalled a manual by-pass hose to connect the inlet and outlet together.

Found the valve - right here (above). Way up high under counter top in bathroom. Tank has filled up, now I can go back and see if heater (LP) works. It did a couple years ago. Thank you all for responding.
