It doesn't surprise me at all. I've toured the Fleetwood factory at Riverside and was not impressed. It reminded me of a bunch of guys working in their junky backyard unorganized garages. Certain parts of the assembly line reminded me of that show on TV, Junk Yard Wars. Everyone was too rushed at each of their stations to make sure everything was put together properly.
I'm an experienced Specialty vehicle repairman and builder of, Fire Trucks, police & military vehicles, motorhomes, communications vehicles and trailers, etc. I work with a company that specializes in designing and modifying these types of vehicles for particular applications. As a result I've been through my coach with a fine tooth comb, inside and out, taking things apart to repair something that was obviously missed during assembly, or just to see how it was constructed. This and the previous factory tour made me realize their design and quality control has a lot to be desired. Some of the construction and materials could be justified if you were paying low end, but not high prices for what's supposed to be considered middle to high end.
Our Pace Arrow is our third motorhome. It is our first Fleetwood, and it will be our last. I know, other manufacturer's have problems too, but you can pick and chose based on quality control as well as after purchase customer service.
