pace Arrow Vision mirror loose

The passenger side mirror on my 2000 Pace Arrow Vision is a bit loose.
I can't figure out how to tighten it. On the outside are 4 smooth bolt heads. Does anyone know where the inside nuts are? There is a hole where the wires come in, but I see no nuts, unless they are under the wall covering.

Re-inspect those smooth bolt heads, They may be caps (covers) giving a sleek look to your mirror.

Is it a Velvac mirror? Is it loose where it attaches to the body? As previous poster said, flat bolt heads could be pry-off plastic covers.

Yes those are plastic covers. Thanks.
It is loose where it bolts to the body.

Problem now is that the upper screws just turn. They are not biting into anything.
