I'm not sure I can solve your problem or not, but I certanily can give it a good try. As you see from my signature, I have about the same motorhome as you, and the Power Gear system on my Southwind and your Pace Arrow are almost the same. I believe the only thing that raises the Jack is the big
RETURN SPRING that is attached to the base pad. When you use your button to raise the jack's, whether it be the front or the rear, the system simply relieves the pressure in the cylinder allowing the spring to pull the jack closed. There are also a couple of different safety switches that release the pressure besides the control panel button's, one is the Emergency Brake, the other is the Transmission Gear shift. You can start the engine while the jacks are down, but if you release the Emergency Brake or move the Gear Lever out of (P) Park, the jack's will close automatically.
As for the House Battery switch, I never turn off either of the BATTERY SWITCHES, which may have an effect on the Jack operation, and I really don't have the answer on that one, maybe someone else has had this same problem.
