1999 Discovery with a Cummins
The radio, windshield wipers, cigarette outlets and blower motor for heat/AC are not working. Sounds like a fuse, but I cannot for the life of me find it.
Does anyone have any idea where it would be located?
There are 2 fuse panels under the dash, but all the fuses check out.

We had a similar problem with a Fleetwood Expedition. Finally found that the ground wires of all the items were connected to the same ground stud. The nut was 5 turns loose. The heat created by the loose connection had burned insulation back from the stud 3 to 5 inches.
Since all the fuses are good, I would look for a loose connection.

I can rule that out. I found the ground to the wipers, removed it, cleaned it and replaced it. No difference.

Would there be a fusible link that feeds all those circuits? If so you may have a hard ground that caused it to burn open...

I have attached some wiring Diagrams for another model ,hope they might be close to how yours is wired.
Page one lower right corner shows the fuse section. the left side of the drawings picture the ignition switch and front end wiring.

Your 99 has fuses under the hood in a big black box on the drivers side.
I know one of them is for the cigarette outlet.

Freightliner sent me those drawings and I thought that was the panel I needed to find but could not.
When you say under the "hood" are you referring to the front where the generator is or the rear with the engine is?

Under the front hood where the Generator is.
Fuse Box(Black & Big) is on the drivers side with several fuses and relays inside it.
With key on, all fuses will have 12V except one 5 AMP fuse.
That one is the dash lights and doesn't have power unless the headlight switch is on.
With a cheap light tester if you can't find power on both sides of each fuse. Replace it.

You had it nailed. There was a fusible link in the battery compartment that was tripped by the mechanics using a 3800 amp charger for a jump.
It had a large red button that said reset, we pushed the button in and nothing happened so everyone that looked at it assumed it was good. Only after we put a meter across it did we determine that it was, in fact, open. The reset was actually a lever on the side that had busted off. We reset the lever with a screwdriver and problem solved!
Trike, I appreciate your help, but this particular Discovery, for whatever reason, does not have that panel under the hood. I thought I would find it by putting on the hazards and locating the "click." I found the click, unfortunately it was hanging out of the wiring harness under the dash. I have quickly found out that every RV seems to be a "one-off" from the factory

Glad I pointed you in the right direction, but that would be a circuit breaker you described; I was talking about a short length of wire that usually comes right off of the main battery connection and is designed to blow open when you get a hard ground. These typically have a ring terminal molded onto the battery end and about 6 -8" down another molded connection..
