Rubbing Mud Flap

We own an 06 33R Bounder. There is a mud flap in front of the drivers side rear dual wheels. Since we purchased it we have had the dealer replace the mud flap 3 times because it would rub on the tires and shred. The final time last April they said there was a bracket missing that would hold the flap away from the tires. They installed it and it seemed to work. But this year upon inspection of the flap, I found it was still rubbing on the tires and the bracket which was installed was also rubbing on the tire, causing a grove to be made in the tire. What I am trying to find out is if anyone else has had the same problem and what was done to correct it. For now I have removed the bracket and what was left of the mud flap until I can find a solution.
Also, why is there a mud flap installed in front of the tires?

Our Bounder is at a shop now for (amongst other scheduled chassis maintenance) replacement mudflaps. When the shop guy called me back to talk to me about better options for the front (to better keep mud off entry steps & side compartment of driver's slide), he mentioned seeing our shredded flap that's in front of the driver's side duallies. He said he can't see any reason for it being in front & asked if I wanted it removed since it was all shredded. I told him go ahead & take the remnants of it off & we'll see if it makes any impact. There's nothing in front of those tires except the back storage compartment on the driver's slide anyway. If road mud gets flung up on it after removing the shredded flap, we'll see about putting something back on.

It might be there to keep a rock from going threw the compartment

I thought about that, but, then, there isn't one on the front of the passenger side duallies. However, the exhaust comes out on that side near there, so omitting it on that side is for safety (wouldn't want something rubber so close to a hot pipe ). Also, since it shreds from rubbing against the tires anyway, it sure doesn't provide much of a barrier for thrown rocks either.

Bad design. The Mud Flap serves no purpose in front of the Dual Wheels. While driving forward, any rain etc. will be directed to the rear of the vehicle, JMHO.

Thanks everyone. I do have a compartment in front of the wheels. It is on the side of the slide that is used to put long items into the compartment. For now I have removed my mud flap also and will watch to see if any water or mud gets thrown up into the compartment door.
