Many people do not wire the surge protector/line monitor after the transfer switch - the generator is a single, known, source of good power, so protection from it is not a strong need. If you used an external device, it would be the same - no protection form generator failures. But you know the genset is wired right and you know it produced good voltage, unless it has an internal failure.
The generator has priority - the TS always switches to generator if it is on and producing power.
