Water system problems on 2007 Southwind 32V

I have two fresh water system problems that I think are related. When hooked to city water with a nearly full water tank, the tank continues to fill then overflows. When not hooked to city water, the pump does not shutoff completely between uses. I am wondering if the fill control on the utility panel is the problem...continuing to fill the tank but not sealing properly when not connect to city water. Has anyone else experienced this problem

A couple of weeks ago I was hooked up to city water and was filling the onboard tank. I accidentally left the Fill Tank/By Pass in the fill tank position when I disconnected the hose.
Later when trying to use a faucet in the MH while on the road I turned the pump on and it kept running and I got no water from the faucet. My wife said she saw water coming out of the utility compartment bottom.
So the pump was pumping the onboard tank water out the fill line fitting.
The Fill Tank/By Pass may be defective on yours or did you just leave it on fill tank.
