Water tank question

Still learning and asking questions. So is the water tank the source for the washer / dryer, even if I am corrected to city water? The question is because, even if I am corrected to city water, the washer uses water from the tank.

The washer should draw water from the city water hook up when connected, however if you have your 12v pump turned on and the washer requires more pressure/ flow that the city water connection has; the pump will run to make up the difference.

That's how mine works.

If the pump is OFF, and I'm hooked to low pressure city water, the washer works, but each wash and rinse fill takes longer than it does if/when I have the pump ON, (or when I have higher city water pressure).
