Sounds like the motor might be shot. When I did mine I found step by step testing instructions online to verify what the problem was.
Agood thread with some info: Kwikee step breaking control linkage!
And a great place to get all the test info: Kwikee Step Tech Info

Kwikee used pot metal (crap) in their step linkage. Look under the step and see if the linkage, right where it connects to the step, is broken. Also the gearbox could have a broken gear. Remove the three 5/16 screws from the gearbox cover. check the gears to see if any teeth are broken. Make sure you don't drop the gear pin. If the pin falls out, just put it back in. be careful of the step. unplug it while working on it.

mine started to do that when I realized I had never greased them all the time I have owned my minnie winnie. Sprayed it with a generous squirt of WD40 and they work great. Wonderful info you can find here!! I never knew I was supposed to be lubricating the step hinges.

Sorry it took so long to get back. Thanks for the sites you guys sent. The steps were out of adjustment. Followed instr. found on kwikee step training manual. Worked like a champ. Still has a slight banging when retracting. We can live with that. Good roads to ya!
