White Pull Cord Things

On our Bounder 34J 1999, On the front driver and passenger side windows, where the curtain rail is neatly under the facial panel. In the inner centre of this facial panel there is a white round plastic washer which looks like where a pull/ blind cord could wrap around.
As there were no blinds ect on these windows, what is , or why was this item fitted there.

We bought the Bounder and it was Original spec.
There were curtains which when drawn cover the side and front screen.

The other windows had the wooden venition type blinds on them.
