The switch cuts the ignition. You do have to hold it down until the engine slows to a stop or it will fire the spark plugs and continue to run. That doesn't sound like what the OP's issue is, not if he has to hold it 3-4 minutes. His actually sounds like the kill switch is wired to the fuel pump, not the ignition. That's the only way I figure it could take so long to stop, it finally runs all the fuel out to stop. It could be a previous owner's modification to empty the carb of fuel, but it's not standard.
