Floor Vent on Passengers side '03 Sun Voyager

We just bought a 2003 Sun Voyager and noticed on our first trip that there is an air vent by the floor on the passenger's side. It is open so therefore when it rained water came in from the outside and we also noticed when we drive with the condensation from the air conditioner also comes inside causing the floor to get wet. There is no way to close it off. We are planning on putting a metal plate over it to seal it off.

So my question is... does anyone else have a vent here and what is it for? We can not figure out why it is there.

Sounds like a problem with the vacuum and or damper. All dash air conditioners have an outside vent that can be vacuum operated to close when you select "recirculate" on the controls on the dash. You could have a loose vacuum hose, controller, or damper. pull the hose off the damper and check for a vacuum with the engine running. If you have a vacuum, then the damper is the culprit. If not, follow the vacuum line back until you find the point of vacuum. I never open mine; so I taped it off as well. Let us know what you find.
