I concur that should be the hot water heater electrical switch. I don't know why GS doesn't label it.
You probably also have a switch on your test panel for the hot water heater which controls the water heater for gas operation only.

I also have the Yellowstone ('07). The switch on mine is marked. It controls the electric heating element in the water heater as others have said. In order to use it you also must throw the rocker switch on the heater itself (both switches must be on for electric element to work).

As others have suggested, it IS the water heater switch for electric mode.
