Echo Charge

The Echo charge does not charge. There are three wires. Black, Red and Red/yellow strip. Which side does the Red/yellow strip wire belong, street side or curb side? Thanks in advance.

My echo charger went out and I installed this
Magnum Energy Me SBC Smart Battery Combiner Isolator for 12 and 24VDC Systems | eBay
I moved it to a new location so when I opened the battery bay door I can see it.
