Thanks for the suggestions. I think the dash lights are good with the key in the on position. Do you know if the interlocks can be by-passed for trouble-shooting?

Also, to your original question.

I have two foot operated switches on the left side of the steering column.

One is the headlight dimmer switch.

The other is the EPM overide switch.

I have a 1998 Allure with the same engine. I believe the foot operated switch you have is not a dimmer switch but an Engine Protection Module (EPM) over ride switch. When some abnormal condition (over temp, low oil pressure, low coolant level, etc.) happens deviating from the operating norm, signals will be sent to the EPM.....warning indicator lights will activate.......and the audible alarm will sound.
The EPM sensor will activate the automatic shut down Time Delay Relay (TDR) and sound an intermittent beeping alarm. About 30 seconds after the shut down sequence has been activated, power to the fuel solenoid will be interrupted and the engine will stop. By pressing (stepping on) this switch activation of the TDR is temporarily interrupted. It is a momentary switch and the shut down sequence will resume immediately upon releasing the switch. The switch will also allow restarting after a shutdown occurred. The EPM will continue the shut down sequence and the beeping alarm until the problem is corrected or repaired. This is there to get you off the main travel lane to a safe stopping point.
I believe you'll find the dimmer switch is built into the turn signal actuating arm. Hope this helps and good luck on the starting issue.

Without a wiring schematic it would be difficult to bypass the interlocks. There may be several in the system. I.e. neutral switch, brake switch, security switch...
have you tried jumping the starter solenoids as others suggested? If they check ok and the starter turns you have effectively checked the solenoids, starter and bypassed the safety switches. I would try to locate a wiring schematic and start back tracking the circuit.

Did you shut engine off in gear?

Not sure on yours but if tranny has pneumatic shift and engine shut off not in neutral and no air in system you have no start.

Try shifting tranny into drive and reverse then back to neutral and see if it starts.

It can be manually shifter if pneumatic.
