Drivers licenses are covered by a reciprocity agreement between all states and provinces. If you are legal to drive your unit in your home state you are legal everywhere else in the US and Canada.
Length and weight requirements are set by each state. You can be cited for local rules if they decide to apply the law.
Interstates are governed by Federal length and weight regulations. You are allowed to exit an interstate and drive a short ways on state highways to obtain fuel, food and lodging. I have heard a corridor of between 2 and 5 miles.

As a CA resident and a holder of a NCDL, I can tell you that the law does indeed state that if your coach is over 40' you have to have an NCDL. Now here's the catch. You say you have a 40' coach.....is it really". Remember the law states "over" 40'. It has absolutely no reference to the model or nomenclature of the coach. So, if your coach is "over" 40', which I highly suspect it is, you will need a NCDL. My coach is a model 42LH....however, upon measuring it with a 50' tape measure, it is actually 43' 11", not including mirrors or ladder. If you take a tape measure to yours, I bet you'll find that it is over 40'. If you have a tag axle, I can guarantee that you're over 40'.
That said.....of all the people I know who have a "40'" coach that is actually over 40 in reality, none have an NCDL. However, if they are ever involved in an accident, I suspect that their insurance carrier will raise an eyebrow and just may revoke their policy. In addition, I also suspect that the LEO investigating the accident may also have something to say about driving without the proper license....which can be a heavy fine.
So, getting a NCDL in CA is not a big deal and better safe than sorry.
And yes, the overall length is 65', but I have never seen, or heard, of anyone being pulled over for exceeding this limit.

The last few posts make me wonder what would happen if:
A CA resident, driving a 45' MH, without a NCDL gets caught for speeding in a state that does not require an enhanced license.
Will the local constable write him up for not having the correct license? What are the chances?

Local LEO may not care about other state rules so it may not mstter.
Be real friendly and respectful as possible (more so now) and yiu will likely only be talked for why they pulled you over.
Bottom line is if yiu know you may have a possible issue then be certian they have no reason to interact.

My combined length is 68 feet. I've heard the fine was thousands of $$ if pulled over in California. Well after 10 years I finally was pulled over and ticketed.
Was relieved when the mail in ticked was $161.00 and is not considered a moving violation.

Yep, I could have done that but never do! 
Takes too much time and energy when it is very easy for the poster to put all of their important information in the signature line.

I got stopped for speeding in CA last year. They wanted the $468 fine and didn't even mention measuring the rig.

Where exactly in CA were you traveling when you got stopped and ticketed for over-length?
Was it around the I-8 corridor or near the Glamis Dunes recreation area?
