No power to lift pump?

We have a 2000 Intrigue with Cummins 8.3 ISC 350 that has no power to the lift pump and was wondering what the cause could be or what should be checked?

Some background on one of our last trips we were getting a "check engine" light on the dash when needing to push down on accelerator when climbing a hill. You can back off slightly and the light would go off, no noticeable loss of power or any smoke when this happens. When getting close to home and stopping at traffic lights the engine would stall out. Would take some cranking to restart but would run fine after that.

Got home and change both fuel filters figuring it was low fuel pressure and VMSpc showed that we were having that error. There was no change after the filter change out. The lift pump did not seem to be pumping very well and didn't sound like it was building pressure. So, changed out the lift pump and still had the same problem.

Took it to Cummins repair shop and they tested and thought it was one of the fuel lines having a slight leak and letting air into the lines. They changed out the fuel line and now they have no power to the lift pump. They say you can turn the key on and have plenty of power, engine turns over well but the lift pump doesn't run or have power.

I am not sure the lift pump not having power was part of the original problem since it always ran fine before.

Any thoughts, ideas and things to check would be appreciated.

Cummins tested the system and decided there was an air leak. That would seem they had the system under pressure but the pressure was not adequate.

If so, they heard the lift pump run.

So, somehow their repair defeated the lift pump.

Or, they mis-diagnosed the problem and repaired the wrong thing.

I would think the additional repair should not be at your cost. They are the experts and should be able to do the repair.

Just throwing out an idea, anything wrong with the emergency kill switch in the back of the engine compartment?
