Question step cover

I have an 07 CC Magna and I can not extend the step cover in front of the Pax seat,
I have checked every fuse including the multiplex fuses.
I also can not figure out how to access the mechanism that drives the cover.
Anyone had this experience?

If your step cover is air operated, your reserve tank may be low.

On my 1995, the step cover mechanism is accessible from the forward compartment below the driver.

I suspect it has changed since back then.
