Step Cover Problem

Step Cover Actuator will go out but not in. Does anyone have any clues to the problem. Is stuck in the out position. I can't see the actuator from underneath either. Does anyone know where the actuator is? 2003 Allure 36

I can see my bar from the basement below the driver's feet. It runs across the top of the front generator slide.

However, I have found a bit of silicone spray on the rails will cause mine to operate for another 6 months.

Also, pushing hard on my cover makes it retract manually. Always seems to stick in the extended position when it sticks.
