from WA State.

No idea about the engine. You may have do disassemble as much as you can and drop it out the bottom. I've seen a thread or two on doing it that way. I know on mine that would be the only way to get the block out.

A little info is needed?
Are you going to do this motor swap inside a shop/garage? Ceiling height?
If inside a shop, I would think taking the back cap off, and taking the motor out the back would be the way to go!
If doing this outside, then jacking it up far enough to get the motor out from underneath, leaving the back cap on and weather tight!
Not the job for the meek, that's for sure, but doable, and there are plenty of old 8.3's laying around!
On my 96 Windsor, and a buddy's 93 Dynasty, the access from under the bed is really open and good, so getting to the top of the motor will be good!
Removing the rear cap, other than it being awkward, would not be too hard with some help from a few friends! You also could do some insulating and sealing it up better than the factory did, while you have it off!
Good luck, and take a bunch of pic's and start a post, so we can all learn from your experience! Rail!

In-frame would be much easier if that would fix whatever is broken.

A 1998 model should have the early Cummins ISC 8.3L.
I think BigLar is right, if you can rebuild it in frame it would be the easiest. They do this in class 8 trucks a lot as long as the crankshaft is okay. The 8.3 has removable liners so it should be easier than a 5.9.

Make sure you join the Cummins Power Club for a discount on parts.

I believe it's still a wet sleeve engine. And as far as the crankshaft you can roll in the bearings if they need replacing and not have to remove the crank completely. Just an easier option compared to removing the entire engine.
