Hi Dave; Just read your post. I know the steering Colum is made by Douglas Auto Tech. Went to their web site but there is not a help line to call. Saw a section for parts but did not investigate. My 01 Windsor has the Smart Wheel and I don't think your Diplomat does. You have all the wiper controls on the dash and the cruse control on the left consol. Most times, my experience, is that the horn button is just a friction fit into the horn ring assembly. You just gently pry it off or some rotate, clock wise or counter clock wise into a lock position. I wish I could tell you which is correct. Might check the Douglas Auto Tech. web site under parts to see if anything shows up. Good luck!
