Sounds like the switch on the parking brake release is bad and the transmission thinks the parking brake is on.

ChristopherD....A lot of us have had this issue and have been trying to narrow it down. Mine seems to be caused by the parking brake release as "nodine" stated. Recently, I liberally sprayed mine with electronic parts cleaner around the parking release shaft. It did it more than ever immediately after and then stopped. It hasn't been doing it since. You can also give it a good hard push down when releasing it and it will often stop.
I now take a towel and cover the all of the switches on the control panel under the driver's window. I've had two of the jack switches go bad from getting dirty. These horizontally mounted switches seem to collect dirt.

I am also the owner of an 04 Diplomat and had the same problem. It happened when I quickly released the parking brake and then put the transmission into gear probably before the brakes were completely released. I then put the transmission back into neutral and re applied the parking brake and then released the parking brake and slowly put the transmission back into gear and the problem did not happen again.

Thanks a lot, I will take a look at the parking brake release. Makes sense.
Really appreciate the help.

Hi,
I also have a 2004 Diplomat. The problem is in the park brake.
Underneath the park brake handle is an electrical harness connection which needs to get replaced. This is the only way to solve the problem. I ordered the part from Monaco (it was around 80.00).
Very easy to replace. The wiring harness screws into the bottom of the park brake/ (put teflon tape on the treads so it will not leak), the wires just clip in. If you remove the panel below the park brake and take a flashlight you will see the harness.
