On our '06 Dynasty, I was troubleshooting our hydraulic leveling system, and found two interposing relay, one of which was preventing the powering of the pump. The panel would light, and indications were appropriate to the circumstances at the time, but the pump would not run. My searchings, including using a cable locating tool that put a tone on the power lead to the pump motor, finally led to two interposing relays that were mounted in the tunnel between the frame rails, in the pass thru bay that also contained the control unit for the Power Gear leveling system. Those two relays were taped into the bundle of wires, somewhat out of sight, but I ultimately bypassed the one that was preventing the operation of the pump to enable the operation of the system. I would not be surprised to find that one of those two relays was performing the transmission interlock function of which you speak. Something was either holding the errant relay open or closed, but in any case in the control logic it was preventing the hydraulic leveling system from functioning. I was unable to find any documentation from Power Gear or Monaco to help me establish the function of either of those two relays, so I elected to run without the one that was causing the problem. Now, although I recognize that there may be a protective interlock function that is no longer in service, I felt the risk was acceptable. Now, all is good.
So, bottom line is that you might try looking in the tunnel between the frame rails, or if your control module is located elsewhere, look in the vicinity of that control module. Ours was mounted on the bottom of the floor, pretty much mid-coach, between the rails. I had to drop the "ceiling" to get access to that area. Perhaps you'll be fortunate and find your module more readily accessible.
