97 Windsor fuel tank vacuum

I bought a 97 windsor in August and when I remove the fuel tank cap to add fuel, the tank has a vacuum. The first time I took cap off I thought it was vacuum but did it quick and wasn't sure. This weekend when I filled up I was careful to do it slowly so I could be sure, and it was for sure vacuum. Anyone know if there is the tank vent or vent filter that may be plugged. I had to replace a tank vent filter on my car once and hope this will be as simple as that.

Yes there is a vent hose on your tank. I had the same problem on my 97 Windsor. It turned out that wasps had plugged the hose off. About three dollars worth of new hose and all was well.

As Phil has said your vent hose has dirt daubers nest in it, I use a small piece of plastic screen w/ a plastic tierap on all hoses because in the south if you dont cover a hole up they will build a dirt nest in it, pulling a vacuum on your tank can collapse the tank.
